Association
The importance of the road as a vector for the socio-economic development of countries, particularly in the fight against poverty, convinced that cooperation between road maintenance funds contributes to creating the synergy necessary to ensure the best conditions for mobilizing said resources , the African managers of the RMFs, complying with the recommendations of the first consultation meeting of the RMFs held in Yaoundé, Cameroon on March 27 and 28, 2003, at the end of the work in Libreville supported the Association of Road Maintenance Funds (AFERA) on the baptismal font.
ARMFA is made up of two bodies, namely:
The general Assembly,
The Executive Office.
Goals
The objectives can be summed up in developing a network for the exchange of experiences and information on road maintenance financing practices in Africa and on the operation of the funds themselves, promoting the promotion and strengthening of links between African funds, ensure the sustainability and harmonious development of RMFs in the medium term.
The general Assembly
The general assembly is the supreme organ of the association. It is made up of all the member FERs. It is she who elects for a two-year term, the member institution responsible for the executive secretariat, according to the principle of rotation by geographical area defined by the United Nations Economic Commission for Africa.
Le Bureau Exécutif
The Executive Board, the association’s administrative body, is headed by a president and two vice-presidents. Its mandate is two years with alternation between French and English speaking countries. The distribution of the different positions also takes into account geographic and linguistic realities.
The Permanent Secretariat is established at the headquarters of the association, installed in the Cameroon Road Fund and headed by a Permanent Secretary under the authority of the President.
The President of the Executive Board is responsible for keeping the accounts of income and expenses of the association which is submitted to the approval of the General Assembly.
The two Vice-Presidents carry out the tasks devolved to the President in his absence and in order of precedence.
