OUR RESOURCES

The resources of the Road Fund are public funds and constituted by:

resources meant for the ‘‘Maintenance’’ window;

resources meant for the ‘‘Investment’’ window.

As for the ‘‘Maintenance’’ window, the resources stem from the Road User Charge (RUC), road tolls, axle tax proceeds, transit tax proceeds, proceeds from fines as spelt out by Law No. 2004/021 of 22 July 2004, as well as financial products and budget allocations of ministries.

For the ‘‘Investment’’ window, the resources of the Road Fund stem from grants, legacies, subventions and various forms of assistance obtained from Cameroon’s financial partners; all financing other than those mentioned under the ‘‘Maintenance’’ window and having a direct link with the use of the road; and budget allocations from ministries (PIB).

The above-mentioned resources collected by the Road Fund or competent administrations and institutions are paid back entirely and directly into the Road Fund’s account opened at the Central Bank. Modalities for this mobilization are spelt out in special instruments.

The above-mentioned budget allocations from ministries stem from budget lines earmarked for road maintenance or road rehabilitation and upgrading works.

Resources allocated by each ministry or financial partner of Cameroon should be assigned in priority to one of the two windows, notably the ‘‘Maintenance’’ or ‘‘Investment’’ window.

Any transfer of funds between resources meant for maintenance and those earmarked for investment, and vice- versa, is forbidden.

The accounts for resources allocated to the ‘‘Maintenance Window’’ and ‘‘Investment Window’’ are audited independently.
